To start the rewrite we need to setup the target branch for all rewrite PRs. More specifically we need to branch from main and then: - nuke `apps/`, `packages/react-native-executorch` - setup empty `packages/react-native-executorch` - update CI - update GH meta: linters, formatters, precommit, etc.
