We should move the tutorial material from pydata Seattle 2023 into this repository, and make it available via binder.

Hi @fkiraly, before I start, I want to confirm the right approach.
Looking at sktime's convention, tutorial repos (like this PyData Seattle one) are typically kept separate, with the main repo's tutorials.rst just linking out to them (e.g., see sktime/sktime's tutorials.rst).
Should I follow that same pattern here and add a tutorials.rst entry in skbase linking to the existing sktime-tutorial-pydata-seattle-2023 repo with a Binder badge or do you want the actual notebook files copied into skbase itself (e.g. under a new tutorials/ or examples/ folder)?

Want to make sure I do this the way that fits skbase's structure before opening a PR.
