Hover and focus designations are important so user understands an element is interactive while using a mouse or tabbing using their keyboard, respectively.

Add hover/focus state designations to header navigation (Home and Help)

I saw recently that underlines were added on hover which is a fine option, but I'd also suggest adding the same hover/focus color as inline links. See in design doc (this should take you right to it):
