.spec file is not up to date with the new bart-registrant.

The .spec has wrong dependencies for the new bart-registrant.

twisted is no more needed and requests and python3 needs to be added.

It would be easier to fix this if all of bart was ported to python3, then the spec file could be changed to run setup.py using python3 instead of python2.

Otherwise it would be possible with some kludge like to modify the shebang on bart-registrant manually, and manually add python3-dependencies.

Also, there are a few tiny Twisted deps remaining:
