   parser/OCR behavior, or fleet RAG consumers change: pnpm run check,
   pnpm run gaps:full-port -- --json, pnpm run audit:sibling-rag-service -- --json, deployed smoke:legacy-routes --require-complete.

Context

Migrated from STATUS.md on 2026-07-29 when Fleet made GitHub Issues the sole operational work queue.
