[Bug]: 3008.1 salt-run manage.[up,down] not accurate #69582

What happened?

With 3008.1, "salt-run manage.down" never seems to return down minions and "salt-run manage.up" returns all minions even when some are down. I've seen this on two different 3008.1 salt masters - one running debian 13 and one on rocky 8, both with all minions running 3008.1. Did I miss a change in functionality?
