Add contributing guidelines to encourage external input

Add a CONTRIBUTING.md to indicate how others can contribute to the repository, including requirements on submissions, and in general advertise that contributions are welcome.

Afterthought: guidance on an acceptable range of output size would be useful. That needs controlling in general as some output images are far too large to be practical.
