Add `Actor` functions

This issue pertains to functions that we currently do test but simply have not documented on our site.
If you would like actor functions, please create a new GitHub issue, requesting a new feature.

so please document these following functions:
run_on_actor,
getactors,
get_comm_channel,
create_comm_channel,
isparallel,
getactorthreads,
run_on_thread
