Device-global configuration — the gen-3 GLOBAL block (~228 params) is already reachable through our existing param codec, just unsurfaced. Covers I/O levels, global EQ, MIDI channel/mapping, tuner reference pitch, tempo/metronome, pedal calibration.
Server: GET/PUT /settings/... group. Client: render with the existing Control Surface widgets.
Watch: some settings are system-level (not in the GLOBAL effect block) and may need RE.
