Make a better implementation of `pse::Vector`

Currently, the implementation of pse::Vector is bad to say the most! Constructing a pse::Vector is very hard and a new one is extremely welcome! Just remember not to use the standard library: std::!

Well, i have sort of implemented this, but not in the pse::Vector header file and instead in the pse::Vec, a new header file, that solves the issue. But i will leave this open because the better implementation is not actaully in pse::Vector
