Expose structuredClone and DOMException globally

Summary:
Install `DOMException` and `structuredClone` lazily during React Native environment setup so they are available without imports, matching their Web API placement. Add Flow and TypeScript global declarations, including the `DOMException` constants exposed by the implementation.
