Use umbrella instead of a direct include in renderer/core:rawValue module (#58713)

Part of the C++ stable API migration to umbrella includes. `RawValue.h` included the public `debug` module through its fine-grained `<react/debug/react_native_assert.h>` header. It now includes the `<React/Debug.h>` umbrella instead. No functional change.
