generate_service_breakdown format attribute flagged as incorrect

This tag appears in the default report file:

<generate_service_breakdown format="list"/>

This gets flagged by my JetBrains IDE as "Attribute format is not allowed here". Is there something missing in the definitions to allow for this, or is the tag wrong?

Is this issue now resolved, or is there more to do?
