Requesting update to pybind11 version 3.0

Pybind11 3.0 was released over a year ago now
https://github.com/pybind/pybind11/releases/tag/v3.0.0
and support for it has been available in pybind11_bazel for months
https://github.com/pybind/pybind11_bazel/releases/tag/v3.0.0

When can we expect pybind11_protobuf to be updated to v3.0.0?

Hi, currently working on pybind11_bazel and pybind11_abseil, once ci is working again as before will try to update protobuf.

note: my plan is to release a pybind11_protobuf release for each protobuf major since ~v29 also do the same for pybind_abseil so we can have the same pybind_abseil version than abseil-cpp version used by protobuf...

@Mizux I put up the version bump change here: #233 and it appears to be passing CI for the most part. The only failing test seems to have been failing even without the version bump.
