Metaparams should not be downcased in pwshlib v1.x

This is a request to cut a new 1x release. The issue was resolved in #374 and released in v2.0.0 but never backported to 1.2.x . See issue #373

Expected Behavior

Cut a new release of 1.2.x with #374 included
