[Server]: Stuck on RUN npm install

Stuck at npm install for 20 mins
I have downloaded the necessary components, i have also tried running both manually like in the tutorial video as well as using the auto setup tool.
i checked docker and it sees to have made the images for nginx and my sql, but no container.

I have tried:
Restarting Docker
Restarting Windows
Redownloading Files

Steps to Reproduce

1: Docker is running and SSL is installed.
2: Extract snap camera server folder to desired location.
3: Copy auto config file into snap camera server folder and execute.
4: Gets stuck on a line saying "[5/6] RUN npm install --ignore -scripts --omit=dev"
5: Timer continues to run but nothing ever gets done.

Operating System

Windows 11

There was a similar issue posted a while back but it never got a reply, nor wrote down a solution on how to fix it

I disabled the VPN to fix this. It helped.
