Fix Railway deploy: serve static site via Caddy Dockerfile + MIT license

Railpack failed ('no start command') because the repo is a pnpm workspace with
no runnable server yet. The deployable artifact is the marketing site
(apps/web/public). Add a Caddy Dockerfile + Caddyfile serving it on $PORT and
force the DOCKERFILE builder via railway.json. Add MIT LICENSE.
