Subject: [PATCH] fix(github): strip platform-setup CTA from user settings page

The /settings/integrations/github page is for end users — install the
App on your accounts, view installations, see repos. The "Run one-click
setup" button was the only piece of platform-level admin work still
showing here.

Replaced the big CTA with a small admin-only inline link so admins can
still get to /admin/github/setup from any settings page, but no one
sees a "configure the platform" button on a per-user surface.
