Revert black and pylint to dev versions

black 25.x reformats existing code and pylint 3.3.x introduces new
rules (R0917, R1737, E0606) the codebase doesn't comply with.
Keep these at their dev-branch pins so the rest of the dependency
bumps can land without code changes.
