bootrom: update edk2

Our fork of oxidecomputer/edk2 is due for an update. I can't file issues on our fork, so tracking here for now.

is there anything we know we need from a newer EDK2? I'm pretty "if it's not broke don't fix it" here - at a minimum since EDK2 is guest-visible surface area we reaaaallly should tie EDK2 version changes to virtual platforms (and if we had that, I'd be much more enthusiastic about pulling in upstream EDK2 stuff..)

(querying the vendor-specific stuff we added for NVMe for example was very much "read-only disks were broke and we gotta fix it", so if there's reason I don't mean to be in the way!)

IMO the right first step here is to dig back through CVEs for EDK2 since we stopped tracking upstream (2021?) to see if any are relevant to the image that we ship in a way that may affect customers. There are many, but they may not apply to us / our customers so we may be able to put this off as @iximeow suggests.
