TanStack Charts as a first-class PatternFly chart backend

Hi PatternFly team,

I’m Tanner Linsley, creator of TanStack. PatternFly 6 made Victory optional to support multiple chart engines. I’d like to contribute a first-class TanStack Charts backend alongside the current options.

I can own the adapter implementation, PatternFly token and theme mapping, accessibility and conformance work, documentation, and migration guidance. TanStack Charts can be treated as production-ready for this effort.

Before I prototype this, who owns charting now, and what acceptance criteria would you want for an official integration?
