cobj.exe segfaults when -debug flag is used on Windows

Description

On Windows, cobj.exe segfaults when the -debug flag is specified.

Affected test

• tests/command-line-options.src/debug.at — test case -debug
• Currently skipped on Windows via AT_SKIP_IF (introduced in ci: run autotest-based tests on Windows using Git Bash #823).

Environment

• Windows (Git Bash in CI)

Expected behavior

-debug should behave the same as on Linux.

Windows 上で cobj.exe に -debug フラグを指定すると segfault します。

対象テスト

• tests/command-line-options.src/debug.at — テストケース -debug
