NCIC Names Database Actions

Describe the bug
When trying to edit user in the NCIC Admin Names Database, the edit and delete actions do not function as they should.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'NCIC Names Database'
2. Click on 'Edit' or 'Delete'
3. See error

Expected behavior
Pop-up would confirm action or edit modal should pop-up when clicking buttons.
