gate(docs): point objectui#7448's document-count pin at content/docs/** — the deferred half of objectui#7901, held until the census reads zero #7966

The coverage expansion objectui#7901 measured but deliberately did not land. Split out per this lane's standing rule: a card that moves a gate's scan population lands report-only first, with the census as the deliverable, and the expansion only ships when the census reads zero — blind spot included.

Why it is not in objectui#7901's pull request

The census came back non-zero on both axes. Full readings and method are in that card's PR body; the summary:

⛔ Nothing was added to any exemption table to get that to zero. An exemption table records adjudicated exceptions; it is not a switch for turning a first run green.

Three of the six hits are live drifted counts on content/docs/guide/ci-cd-pipeline.md (207 to 206, 558 to 889, 73 to 107). Until they are cleared, this expansion reds on its first run.

What this card has to decide, and the measured instance behind each

The workflow-header version of this pin never needed any of these, because a header is a different register from a published page. Each was measured during the census rather than anticipated:

  1. Prose versus fence. A workflow header carries no code fences. A docs page does, and quoted program output lives in them. Measured instance: content/docs/fields/file.mdx:89, // Renders: "3 files" or "document.pdf" — a component's rendered output, matched by the family pattern, and exactly what the PM ruling of 2026-09-06 excludes ("this family governs prose assertions about a document population, not quoted program output"). The census's prose/fence/frontmatter split is the minimum shape.
  2. A declared measurement point makes a count non-rotting. Two hits name the tree they measured — a commit sha (Measured on main@6422aa891: 18 guide files ...) and an explicit commit window (Across all 5281 first-parent commits on main ... (19 files)). Both are stale against today's gate verdicts and both are still true. A pattern that cannot tell those from a live claim reds two correct sentences, which is how gates get deleted.
  3. The noun set is wider than the family's stated subject. files? matches test-file and source-file populations, not only document populations. Measured instance: the 73 files / 1996 tests table cell, a count of scripts/__tests__. Either narrow the noun set for the docs surface, or accept that the docs census governs every file population and say so in the gate's own header.

Also worth deciding here

Whether the expansion is a test-side pin (a fourth copy beside the three) or a gate script with its own verdict line. The card that found this recorded the argument for report-only first either way, but a fourth copy of a pattern that already exists in three places is the defect this family was opened about — see objectui#7943, which had to prove all three copies still hold one distinct line.

Blind-spot note for whoever runs the first-run census again

The 18 above is not noise to be waved away. Its largest bucket (12) is fenced configuration such as max_files: 5 and // Items per page (default: 10), which criterion 1 removes; but bucket 4 contains one genuine word-spelled count — content/docs/guide/ci-cd-pipeline.md:304, "by which time five files had accumulated the defect" — which no numeral-first pattern will ever see. A first-run zero that does not state its blind spot is not a measured zero.
