docs(pm-dispatch): clear the dissolved driver-freeze residue from the lane brief and the compile table (#13169)

The maintainer's 2026-08-05 investment freeze on the driver-memory /
driver-mongodb family was dissolved on 2026-08-11 by two rulings, corroborated
on disk by the head note of packages/spec/src/data/aggregation-conformance.ts
("the maintainer lifted the ... investment freeze for driver-mongodb on
2026-08-11 and for driver-memory later the same day"). Two pm-dispatch
reference files still asserted it as LIVE.

lanes/engine.md: drop the 常设承诺 freeze bullet outright, mirroring the
precedent already set for the SKILL.md lane-table row -- the anchor carries its
own history. The capability-investment-needs-a-ruling clause falls with the
freeze regime it belonged to; the four-facet decision frame already routes large
investments to the maintainer. Net -4 lines.

compile-surfaces.md: per the table's own maintenance clause ("the PR that
changes freeze status updates this table"), the 冻结 row now records the
dissolution with both dates and states that the "out of scope + freeze
instruction" conclusion is void. Its doubly-stale file pointer is replaced with
the two faces' real compile locations, verified in this tree, in the same
full-path form every other row uses. Net 0 lines; widest table row unchanged.

The two in-code pin annotations named by the card are deliberately NOT touched
here -- see the PR body.
