update-project-version: Allow custom PR title and commit messages

Problem to Solve

For monorepos that hold several Python packages, when an action runs update-project-version, the PR title and commit message do not describe which package it updated.

Proposed Solution

Add action inputs that let callers set these strings explicitly, or add an action input for the package name and include it in the PR title and commit message.

If you're going to build the title and commit string, it seems like you might as well specify with: pull-request: false and call the create-pull-request action yourself. However, you still need the branch and base-branch. Perhaps those should be outputs.

or add an action input for the package name and include it in the PR title and commit message.

I see two problems with this idea:

• A package-name parameter would be redundant. The action already knows the paths to the pyproject.toml files that changed.
• The pull request may cover more than one package. Example: https://github.com/ni/measurement-plugin-python/blob/users/bkeryan/update-project-version-action/.github/workflows/Publish_NIMS.yml#L84

I would prefer this solution:

• Get the changed file paths, filter by pyproject.toml and look up the project names and versions.
• PR title: include a list of project names
• PR body: include a table of project name, project path, project version

poetry doesn't seem have a command to read the project name like it does for the version, so we should probably use the standard tomllib which requires Python >= 3.11.

Correction: poetry version without --short also prints the project name.

PS C:\dev\nitypes-python> poetry version
nitypes 0.1.0-dev6

So something like project_name=$(poetry version | cut -d ' ' -f 1) should work.
