[Bug]: the policy(reason) is not displayed in final emails sent after a delayed rejection

What happened?

After a delayed rejection expired the email sent didn't show the policy used for rejection

What did you expect to happen?

Going to check again for - rejection delay expires on Monday

I got all emails for https://reviewers.addons.allizom.org/en-US/reviewers/review-listed/2254860

The initial email and the follow-up sent prior to the expiration date have the policies and custom comment

this is the 2nd email

the final email is displaying only the comment
