Bumping the SDK version

There was no version bump for a while. Is it possible to make a new release (v0.9.15) that will include recent changes from the master branch?

Quinn Damerell (@QuinnDamerell-MS) Do you think you would be able to help here? We have to use the current master branch at the moment, having a release number would be much more convenient.
