Implement exact showConfig output

Implement TypeScript 7.0.2-compatible --showConfig output for direct and project routes. Reuse EffectiveProject and the existing JSON value model.

Spine anchor: Hoare — make the emitted configuration an exact observable contract.

Acceptance: Direct and project probes match TypeScript ordering, path normalization, and JSON formatting, with regression coverage.
