fix(pkg): compat.opencl is a static library on macOS; compat.eui-neo pins the complete glib

The macOS shared link failed on std::__1::ios_base::Init::Init(), the same
constraint compat.vulkan's APPLE_STATIC_LOADER answers; the loader is
static there. compat.eui-neo pinned xim:glib@2.80.0, whose payload has no
bin/ while the recipe (xim-pkgindex #754) declares fifteen programs, so
every install ended with 'registered none of its declared programs'; the
pin moves to 2.88.3, the payload the recipe was written for. Measured with
tests/examples/eui-neo-tray on this machine.
