Moodle updates paused on e-neutrons.org for Tartu - reenable after

@lindaudby @climbcat before the Tartu course, I am disabling the weekly cronjob that automates updating Moodle.

This issue is to remind us that it should be reinstated again afterwards.

(Tech note: it is a www-data cron job)
