Version 4.0 now includes pycairo, but this library has issues building it's wheel in Ubuntu. I was able to get it to work reverting to a previews version of reportlab bellow 4 over 3. Just reporting this so it can be noted to either avoid this library or find a replacement one that is not as problematic when being build through virtual envs and multiple OS's.
