[Bin] Scaffold: node-runner binary target

This issue adds a new binary target that stands up a small set of nodes in one process over the mock network. Just the skeleton for now: it starts, builds the graph, and exits cleanly. Metrics and the HTTP endpoint come in the follow-ups.
