[Obs] Epic: metrics interface & OTel implementation

Umbrella for the metrics layer: the traits the rest of the code records through, an OpenTelemetry-backed implementation of those traits with a Prometheus exporter, and a no-op version for tests. Tracked in #109, #110, #111.
