Subject: [PATCH 1/2] fix: consultation-popup - Open the Consultation popup
 from the hero, header and phase CTA buttons (LSA-214)

Popup triggers
- Add the pum-triggercta class to the consultation buttons in the hero patterns
- Cover hero-split-glance, hero-split-index-card, hero-split-proof, phase-hero,
  service-hero, services-hero, solutions-hero, work-hero and work-single-hero
- Add it to the home-hero-static button and the header "Start a project" button
- Add it to the "Book your consultation instead" link in home-hero
- Add it to the "Book a consultation" button in phase-cta

Fallback
- Keep every button's /free-consultation/ link, so the button still works
  if the popup or JavaScript fails
- Put the class on the wp-block-button wrapper, as in the existing trigger patterns

Left unchanged
- Keep the "Request a discovery workshop" button in phase-cta as a plain link,
  because the popup form cannot carry ?type=discovery-workshop
- Leave the outline and secondary buttons and other navigation links alone
- Add no new SCSS, tokens or styles
