[Bug]: Mouse Base Inputs retain functionnality after remapping #456

Tried on "Prince of Persia : Forgotten Sands (Wii)" and "Wii Homebrew Button Tester"

Describe the issue

When playing one of the two ROMs stated above in Dolphin through Retroarch, Mouse inputs, specifically Mouse1, Mouse2 and Mouse3, retain some form of base output even after remapping, such that all three mouse inputs output both their original output and their remapped output. The bug was performed on Retropad binds Port 2, and the steps will reflect that.

Steps for recreation, in Retroarch :

  1. In Settings > Input > Retropad Binds > Port 1 Controls, Reset to default controls
  2. In Port 2 controls, set Y Button (Left) to Mouse1, X Button (Up) to Mouse2 and L2 Button (Trigger) to Mouse3
  3. Launch a ROM on Dolphin that detect input from "WiiMote + Nunchuk" in Quick Menu > Controls, such as "Wii Homebrew Button Tester"
  4. Enter Quick Menu (F1) > Controls > Port 1 Controls, setting Mapped Port to 2, then Device type to None
  5. Enter Port 2 Controls, setting Mapped Port to 1, then Device type to WiiMote + Nunchuk. The necessary remaps for this bug to occurs are only Mouse1 [Y Button (Left)], Mouse2 [X Button (Up)] and Mouse3 [L2 Button (Trigger)].
  6. Remap Mouse1 "Shake WiiMote", Mouse2 to "Shake Nunchuk" and Mouse3 to anything other than those two. If all's been done correctly, Mouse1 should output both "Shake WiiMote" and "A", Mouse2 should output both "Shake Nunchuk" and "B" and Mouse3 should output both their remapped output and both "Shake WiiMote" and "Shake Nunchuk". (The behavior of Mouse3, that is, whether it output "Shake WiiMote" and "Shake Nunchuk" is independant of the fact that Mouse1 and Mouse2 are mapped to those output.)
