Steps to reproduce

1. Download sd-master-cde20d5-bin-win-rocm-7.13.0-x64.zip release
2. Unpack
3. Run sd-server.exe
4. Open http://localhost:1234/ in web browser

What you expected to happen

I should get a web UI (sdcpp-webui).

What actually happened

I get a page with text Stable Diffusion Server is running.

No response

Additional context / environment details

Older rocm releases, before the "update ROCm Windows builds (#1282)", had a web UI.
