Manage Grafana Cloud resources

Recently we have requested the Grafana Cloud Pro account to use it for performance related stuff. Grafana has a terraform provider that we can use to manage all Grafana Cloud resources: https://registry.terraform.io/providers/grafana/grafana/latest/docs

Once we have the performance repository ready, we should take the control of the resources using this repo

Not all the resources can be managed via terraform yet:

• Add support for managing k6 tokens in Grafana Cloud grafana/terraform-provider-grafana#1010
• Add support for adding dashboards to Grafana Cloud grafana/terraform-provider-grafana#1009

For the moment, only Prometheus stuff is managed via terraform and the variables are placed into the correct secrets
