release: 3.0.0 - new major (built-in Interscript::ML neural layer)

Major bump for the ISC-direct + built-in neural runtime generation.
Fixes the interscript-maps constraint: the old VERSION-derived
"~> X.Y.0a" bound was unsatisfiable against the published maps series;
pinned to the real ~> 2.5 line.
