bump @interscript/api-worker to 1.4.0

Production has been serving the 17-model snapshot because this deployment repo pins the worker at 1.1.0. 1.4.0 carries the index-v5-era snapshot (23 models: layerdrop fp32/int8/int4, ara-diac-small-2.1 fp32/int8/fp16, and the 2.0 metric corrections) plus the gen:models prettier fix. The Modal inference backend was redeployed on 2026-09-06 and already resolves all 23.
