Support for Torch builds from the AMD ROCm repositories #246

We support the upstream Torch ROCm variants, but the AMD Torch builds are also quite popular, so we should consider supporting them as well (e.g. Torch 2.8 + ROCm 7).
This ties in well with the upcoming torch-bin support.
