Subject: [PATCH 2/2] chore: sync dependabot config with canonical

The previous rename PR (dependabot.yml -> dependabot.yaml) staged the rename
but not the content update, so this file was still the stale trimmed config.

Sync with gvatsal60/.github canonical:
- add day/time to the devcontainers and github-actions schedules
- add the pre-commit ecosystem entry (all three repos have a
  .pre-commit-config.yaml at the root)
