Feature request: global switch to disable comments for Blog, News and Knowledgebase (Admin > Settings > Content)

Summary

Add a store-scoped "Allow comments" setting to each of the Blog, News and Knowledgebase tabs
under Admin > Settings > Content (/Admin/Setting/Content), so comments can be turned off
for the whole section with one switch.

Current behavior

Comments can only be controlled per item, via the AllowComments flag on each
BlogPost, NewsItem and KnowledgebaseArticle. The content settings tabs only offer:

• AllowNotRegisteredUsersToLeaveComments (restricts guests, does not disable comments)
• NotifyAboutNew...Comments
• Enabled (hides the whole section, not just comments)

So a store that does not want comments at all has to:

1. Uncheck "Allow comments" on every existing post / news item / article, and
2. Remember to uncheck it again on every new item.

Shops that never moderate comments therefore end up with comment forms open by mistake.

Proposed solution

Add a boolean setting per section, for example:

• BlogSettings.AllowComments
• NewsSettings.AllowComments
• KnowledgebaseSettings.AllowComments

Default it to true so existing installations keep their current behavior.
