feat(traces): release 0.42.36 with two protocol budget constants

Declare TracesProtocolLimits::MAX_OBJECT_BYTES and MAX_METADATA_BYTES.
They are not config fields. MTR-76 stays in progress until its tag
Docker result is recorded.
