Feedback on PR file field selection and per-toolset read-only configuration

Hi everyone! I’ve opened two PRs addressing existing requests and would appreciate some feedback on whether the approaches fit the project’s direction:

• #3242: Adds optional field selection for PR file responses, so callers can request filenames or metadata without receiving large patches. Existing calls keep their current behavior.
• #3282: Adds per-toolset read-only configuration—for example, allowing repository writes while keeping issues and pull requests read-only.

Both include tests and documentation. The second PR is recent, but I thought it was useful to mention alongside the first. Is there anything else I could provide to help with review or prioritization?
