Can I create a suborg repository set from labels or custom properties?

I'd like to create the concept of a suborg within my settings which will apply to a specific team.

I'd like to specify which repositories exist within this suborg via either tags or custom properties.

Is it possible to create a suborg.yml and target them based on these properties?
