Member dropdown fails to work when adding "notify member" alert action

Steps to Reproduce

When creating or editing an issue alert rule and adding a "Send a notification to Member" action, the member dropdown does not function correctly. Selecting a member from the dropdown does not register the selection - the chosen option is not persisted in the field:

1. Create a new issue alert rule (or edit an existing one).
2. Add a "Send a notification to Member" action.
3. Click the member dropdown and select a member from the list.

Expected Result

Selecting a member from the dropdown should set that member as the selected value for the action, visibly reflected in the dropdown field.

Actual Result

The dropdown does not retain the selected member — the selection does not take effect, leaving the field empty or unchanged.
