Automate release issue creation/definition

The creation and the definition of a release issue (e.g. #11851) should be automated at the end of the previous release process.

Because it requires 1 click and needs anyway to be properly assigned and scheduled, I'd suggest simply to add a final checbox at the end of the list, to open the next release issue.
I think it will be a lot simpler
