As it stands, the time picker component will default (on it's opening state) to the current time, and changes the sub-view to "minutes". As the common case is that users will NOT be entering times starting / ending on the current moment, it might be nice to open the "hours" subview first, reducing the number of clicks the end-user must take to finish their logging. Additionally, it could be nice to have the "minutes" sub-view default to "00" since many users will be beginning or ending their time sheets on whole hours.
