Validate ATC JSON Declaration against Schema

Feature request to validate the Automation toolchain declaration against the JSON schema.

The SDK currently takes a long time to timeout when the declaration fails on the BIG-IP due to an invalid declaration. It would be nice to avoid that API call if the declaration is not valid.
